One important factor here is the server used for both development and to host the website. Some servers send default character sets to the browser, overwriting any character set defined within the webpage and this prevents the Arabic character set from showing clearly. Support for Arabic character sets is not good in many popular design and other software applications which can add to development costs.
The right to left of the text means that many websites need redesigning as menus and headers need flipping round horizontally to have the website optimized in terms of usability and visitor conversion..
